The Last Line is a secret organization dedicated to prevent a second Drangleic Dynasty.
Their symbol depicts the ruins of the Redkeep, which they use to symbolize the forever fallen dynasty of the Drangleic. Historically there is very little information about the Last Line, but most people accept them.
